The EU institutional framework in R&D and Information Society

The first part of the presentation lays down the general provisions and the legal framework regarding the EU R&D policy. In this scope, the reasons of extensive European action in research and innovation are pointed out; the European Research Area (ERA) and its focal points are explained. At the broader frame, The Lisbon Strategy for Growth and Jobs is mentioned and EU’s roadmap on the R&D efforts is categorized. The first part also states the significance of the development and use of Information and Communication Technologies in the R&D framework. It also includes the aims and main actions pertaining the i2010: A Strategy for ICT Research & Innovation.

The second part of the presentation presents programmes and initiatives around the EU R&D policy. It states that the Lisbon Strategy which seeks to tackle the EU’s urgent need for higher economic growth and job creation and greater competitiveness in world markets; is a major EU policy priority. While framing the issue on the basis of the Lisbon Agenda objectives, the second part also mentions about the 7th Framework Programme, focusing on the direct actions of the Joint Research Centre (JRC) and the actions covered by the Euratom Framework Programme. The third part fi gures out the research in support of other policies. It lays down the description of European Institute of Technology. The signifi cance of the integration of women in research and admission and residence of researchers from third countries are also mentioned.

Since the R&D is not exclusive to any sector or policy, it is applicable to a wide range of Community actions and policies. The third part points out the fi elds of research in the EU’s areas of action such as energy, enterprises and industry, ICT, etc. The last part concerns with the enlargement side of the EU R&D policy and gives a brief outline of the candidate countries’ level of compliance with the EU information society + science and research acquis chapters.
